I always thought this photo cried out “Halloween” with the orange and black Milwaukee Road SD40-2 and dark clouds in the background.  The 23 West with SD40-2′s 23/154/132/30/186/130 is at the west end of Black River, WA 3-13-78 during a short period of “drop under storm light” at 5:39 PM
